I am Stefan Hoelz — an independent business analyst, requirements engineer and software developer. For more than three decades I have helped large organisations understand, specify and build the systems their programs depend on.
About
I founded my first company, SATIC GmbH, in 1990, delivering large IT systems around Frankfurt Airport through the decade. In 2003 I founded Airbiz GmbH and built FlightVision, an airport-operations platform. The product worked; the company did not survive 2011 — and understanding precisely why has shaped how I approach every system I have touched since.
For the years that followed I worked as a senior independent systems and requirements engineer inside some of the most demanding programs in the German-speaking market: train IT for Alstom, exchange and market-data systems for Deutsche Börse, system-transformation tendering for Fraport, and programs for Lufthansa and the federal IT service ITZBund. I hold a Diplom in Computer Science (Informatik) from TU Darmstadt.
Today I work as a one-person practice, amplified by a supervised AI toolchain — with personal accountability for every deliverable, regardless of how it was produced.
What I do

Large enterprises in the DACH region running complex programs — directly, or placed through their framework and staffing partners (e.g. Randstad, Hays, GULP).
Day rate or fixed work package, per your procurement framework and under German-law contracting. No price list — scope sets the shape.
Remote and on-site across the DACH region, in German or English. Comfortable inside established program governance, toolchains and audit requirements.
A deliberately small number of concurrent engagements, so each one gets senior attention. When I am at capacity I will say so — and refer on where I can.
